Thieves should get ability to read scrolls at 10th level?

The AD&D 2nd Edition Player's Handbook states that thieves gain a limited ability to use magical and priest scrolls at 10th level.   Is there a reason this hasn't been implemented in Rogue Rebalancing?

The fact that it's kinda impossible to do... might be kinda one of them.
As allowing thieves to use them from level 1 is easy... as you only need to edit the item, but you cannot do that based on the <class> level.

Well, sure, you can use the Refinements HLA method and just apply it in the CLAB instead if in the LUth0 file. But, that's a very big change...

OK, yeah, you could do that, but won't it be just smarter to do a INT requirement for thieves and allow them to read the scrolls normally ? Not at level 10. And he scroll reading part is the worst part of the refinements, it wastes so much without giving much at all in return. Read the code, it's about 2 as long as the rest of the component ... it should tell you that it's doing something that wasn't meant to be done.
