I think I have the version 1.0, but the rar file name says 1.1.

Well, the v1.0 was the English & Polish translations, the v1.1 adds in the German. There has been no other changes to the files. Also take note that as the mod uses very definitelly bad naming taktic, the files might be easily overwritten by dozens of other mods by the time you end up with then. Well, that might be a little exateration...

The castable ability is "Battle Cry", spcl014.spl, ... you could --change-log the "spcl014.spl" - file and find out what overwrote it.

I am wondering which of the old mods for BG2 are EBG2 compataible.

Should they all be compatible and we just need to test whether they are or not, or should we assume that they are not unless they tell us that they are?

Is there a list of compatible mods anywhere?

There's a list that's guaranteed to be compatible, or being worked on for BG2EE and so forth, but the list is old... so you might have to read the last ~200 posts too, and then there's mods that have not been mentioned. You can test, just pop on the weidu.exe from the last update to make sure that you use the latest version.
