Not sure if this is a bug

Started up a new game with Edwin Romance and Edwin failed to initiate his first conversation following Mae'Var's death. I'm playing as a female Dwarf with 14 intelligence, which I was worried about, despite the Readme's assurance that there are no racial restrictions and Intelligence can be that low. 

Tried re-loading and killing Mae'Var again. Still no dice. 

Has anyone successfully romanced him with a dwarf, before? 

Update: Changed her race to halfling via EEKeeper, and the dialogue fired successfully. Either the Readme is wrong and needs correction, or the code is. Either way, I'll leave this here in case anyone else faces this issue. Edwin does NOT romance dwarves.

The Read Me says "For the Romance to run, your PC must be female, and have an Intelligence of 14 or above. You must also be human, elf, half-elf, halfling or gnome."

You are both right... and wrong. Things are indeed somewhat confusing in this case as older versions claimed this:

 For the Romance to run, your PC must be female, and have an Intelligence of 14 or above. There is no racial restriction. Edwin will be found where you... ETC

in contrast with this:

 For the Romance to run, your PC must be female, and have an Intelligence of 14 or above. You must also be human, elf, half-elf, halfling or gnome. Edwin will be found...  

Don't know if Edwin always detested bearded dwarven lasses ( I guess he only tolerates his own beard ) or is it consequence of some unpleasant experiences so he changed his mind in recent versions of the mod.
