Question about modding visual effects for spells and abilities

I'm thinking about modding Planescape: Torment to add spells from Baldur's Gate and Icewind Dale and to alter the existing spells in the game. One annoyance in PS:T are the spells that pause the action, during which the player can't do anything. There are spells that play a cutscene, like Rune of Torment, but also spells like Cloudkill where the visual effect pauses the flow of the game for a few seconds while it plays out.

 

So I have a few questions:

 

Is it possible to alter those spell effects so that they play out without pausing the game?

 

Can these spell effects be edited to be shorter or play out faster?

 

Is it possible to import spell effects from Baldur's Gate and Icewind Dale?

 

Can durations for buffs and debuffs be paused while spell effects play out?

 

 

Keep in mind that I know very little about modding and I'm just getting started experimenting with NearInfinity.
