im curious how you get access to the human and dwarven subraces? do i cluaconsole in welverin like if i wanna change the template of the elf or what?

What...are you talking about? CtB does not introduce subraces. That is another mod(check the Chosen of Mystra website). How the heck-must...not...flame...

The problem would appear to be that CTB's Candlekeep flashback prevents Welverin from spawning, hence you can't chose subraces. I haven't checked whether this is the case, this is simply what macgregor98 seems to be saying.
