As for NTotSC, I thought this was still in Polish only. Got a link?
Hlid, if you are out there, what is normally the policy for converting projects that are still new and getting their own support? DSotSC was a no-brainer since TeamBG wasn't supporting it. Tutu mods can be converted over (as Hlid did for the BG1NPC mod) but who provides support? And what if the author doesn't want you to do it (for whatever reason).

Harden Cooner's site says this is a 1.0 beta (that is about the only thing I can read - haven't touched German in about 15 years). Is there an English translation? It doesn't say. Also, isn't this a Tutu mod? So it would have to be converted to BGT including the removal of new music (depending on how they add it). Would the author be willing to allow me to convert it to BGT?

I used this google page to translate it to english and was thinking that mainly just adding the second level to the island. I think it would be nice if you asked Harden and the polish guys first.
I was reading your posts at vlads site and it got me thinking about what you need to plan for on your map.

As for permission, I've always either talked to the modders directly or dredged up something long, long abandoned. Support has either been the modder (In the case of where I just coverted the installation for someone, although I lend tech support afterwards.) or left in the lap of myself. If an author doesn't want it done, it just gets converted for my own personal use. I respect their wishes and don't distribute it.
