Just playing BGT + BP +NEJ
When i go to nashkehl all the guards patrol are hostiles and atack me.
Iam popular( reputation 13) and they atack me for nothing
if i kill then i lose Reputation.

What can i do?

Just found a patch 1.4 for BGT that fix it, but can i just trow it in the SoA folder that he will work fine?

BGT 1.4 is likely to fubar your install. Last information I had on it was that it was not compatible with BP.

the fastest solution is to ctrl-y the guards who are hostile: killing things with ctrl-y avoids reputation loss.

the longer solution would involve posting the nashkel area script here and i could take a look at it and see if it can be fixed (although you might also need to post the guards' .cre files as well). mark is right though: the BGT 1.14 fix won't fix this if you have BP-BGT-NEJ installed, but it will break yr game.

i've not seen anyone else report this problem: can other BP-BGT-NEJ users confirm this problem?

One more thing i notice

The game is a LOT easir than other times i played( just a few in the past)
I killed vampire wolfs like they were nothing. This is normal? O.o

Btw, i dont installed the "make the monster weaker" that come with the new patch.

There is nothing in the area script to control this. There are several rep traps that are supposed to trigger if you are at or below a rep of 4. It is possible to have triggered this, then increase your rep above the trigger setting but the guards are already set to hostile so they will attack anyway. The only solution is to keep your rep above 4 when entering the towns. If you had never attacked the guards and never let your rep get this low, something else would be causing the problem but I don't know what it is.
