Once everyone has a view of the city areas, yes an iron modder type of project might work. Of course, if you just want to build out a set of inside areas with people/creatures and a storyline; you could do it now. Once the outdoor areas are built, we can go back and create the links between the doorways coming in and out of the building.
An idea to get people modding for this mod.
