Trying to complete the Soubar spy quest and the Mayor is not home, after I stopped screaming and calmed down re-read the Walkthough. #
Is this a bug?

i completed that quest over the weekend, and he was home - he's upstairs though (in the small office to the left of the top of the stairs).
if you really *do* just want to cut to the chase:
SetGlobal("CbSpyIsNotSSC","GLOBAL",1)
means you'e spoken with the mayor about the soubar social club (which is the correct choice if you want Ceeb Isson to be the spy); or
SetGlobal("CbPartyInvestigatesLeads","GLOBAL",4) and
SetGlobal("CbSpyIs_Miller","GLOBAL",1)
if you just want to finish the spy quest and confront Ceeb Isson.
