This bow was created as a request for a member of Bethesda's forums named Cold Steel.
Cold Steel was given the choice to decide if this item should be released or kept to themselves.
I'm happy to say that they decided to share this bow.
What this mod does:

This mod places one Ice bow enchanted to do 20 points of frost damage in the Ayleid ruins of Sedor that has been overun with ogres.
Installation Instructions:

Unpack the .rar file to a known location (like My documents).
Open the folder and fine the file named "Data".
Edit\ Copy this folder to your Oblivion folder (normally located at C:\Program files\Bethesda Softworks\Oblivion).
When prompted to overwrite say "Yes"
Note: this will not actually overwrite anything as the mod contains files that have unique names. It will only add the mod files to the existing data folder.
Start the game.
Place a checkmark next to the "Nicos Ice Bow.esp" file in your data directory at Oblivion start up.
Enjoy.
Un-installation Instructions:

Remove the checkmark from "Nicos Ice Bow.esp" at Oblivion start up in the data directory.
If you'd also like to remove the files (Not needed) they are located in folders marked "Ice Bow" located in the meshes, and textures folders.
Extras:

Within the files is a folder marked "hints".
This contains pictures of the location of Sedor ruins, and the location of the bow within Sedor.
Use these or not as you see fit.

None that I know of as this mod contains unique mesh-textures-icon not found in vanilla Oblivion or any mod (that I know of) as of the date of this readthis.
