One of my NPCs (Valen) was smitten by a Nature's Beauty spell in Saradush, and she were blinded (permanently, according to the spell). I checked on the spells description, and it stated the blindness won't expire until it is dispelled. I cast Dispel Magic on her. The spell dispelled the special effect icon for blindness, but Valen is STILL blind, she cannot see things before her nose.
What exactly could be done here?

Only guessing... but did you try to cast Heal or Remove Curse?

Try resting and letting it expire or just use SK to remove it
how come you always look so damn cool in every photo I see you in?!?
Speaking of modding, I listened to IER 3 yesterday, so you can have another quote for your signature: how come you sound so damn cool, as well as look it? It's unfair. Seriously.

The Priest spells 'Cure Disease' and 'Neutralize Poison' should remove all forms of Blindness.
