Uh yeah...i spent about an hour trying to find them but didnt see em nowhere. SO would someone kindly post them for me? I know they are 14 int and 16 cha or smtg.

From examining her script, I can see that she has 2 stat requirements. You need a charisma of 10 or better and an intelligence of 9 or better. You must also be female and human, elvish, or half-elvish.
And there is an additional requirement besides. In order to start the romance, it looks like you have to complete her friendship track and have attracted her interest. So she'll start talking to the PC as a friend, and if the PC answers enough of the questions in a manner that pleases her, Chloe will show interest after that.
