Need help/guidance on face creation

My girlfriend is trying to make a specific cat model in this game and is fine until she gets to that face. She really wants it to be like the one in the following picture or close to it. Any help/guidance will be greatly appreciated since i know it's a little complex to make the same character let alone near it but it wouldn't hurt to ask for help.
