In the Alley of Lingering Sighs, there is a dark archway that "ends upbruptly." Was there meant to be a portal there? Could it be an unimplemented area?

As far as I can tell, nope. Nothing in the game files indicates any missing portal, nor are there any unimplemented areas.

Perhaps they were hoping for an expansion pack? 
When you think about it, the setting makes for easy integration of expansions, just drop in a portal somewhere and *whoosh* - new planes of existence, new dungeons to explore ...
