This is kinda odd.
Trying to append some text to Simyaz (without any voice over). The text appears correctly, however, he plays the "Please don't interupt our thoughts." for it.
Hmm looking at it, that seems to be his Select_Common text (and all his other dialogs except the Please don't interupt our thoughts) have a [SOUND] item.
Anycase, is there a way around that?

Assign him a [sound] tag and distribute a very short mute .wav that matches. That will shut him up. You can steal and rename the "gather your party" silencers, or FWKLSYMU from Kelsey.

You might even be able to get away with picking a bogus sound tag:
APPEND UDSIMYAZ

Are you sure? I thought it would "fall through" to select/confirm sounds if it's not actually there, which is why I did FWKLSYMU for the flirt pack in the first place.
