Slowdown on spell cast

Hi, now that i have got it working i've got another problemo, each time a spell is cast the game turns into a slideshow, however my pc is very powerful and should render these without any issues at all. heres my ini file with a few of the suggested tweaks and the cache was set to 1 and i tried the 1000 with the same issue. gpx card is a gtx260
