Tanner's house empty?

I ran into the two slavers, then went to the Tanner's house as instructed.

It was, and remains, empty.

Any way to change this?

Forgot to mention, on the bottom level of the house, where the boat left back in chapter 2, a bone golem briefly appeared, attacked Aerie, then vanished into thin air. Yep.
