Just noticed that strength of one actually DECREASES the strength of the person you cast it on.
Also, some spells do not fucntion as written...e.g. elysium tears. Most of the time when i cast this on a strong enemy, i can see the tears hitting the target but not doing any damage at all(is there some sort of save for this?). Also hav enoticed that the splash radius is much smaller than it should be, as adjacent targets have managed to avoid getting splashed.

Strength of One will normally raise strength, but (as per Planescape rules) magic does not always work properly in the Outer Planes. You were probably in Carceri or Baator (I forget which) when you saw strength decreasing instead of increasing... Scient listed which spells get warped where in one or another thread on the forum.
As for Elysium's Tears, there are "cold resist", "fire resist", etc. percentages that boss critters usually do have some non-zero value, usually as a % decrease in damage taken. We'd need to know more specifics to find out if something was genuinely bugged.

I casted it on a high threat construct. Didnt seem too useful, most of the strikes werent even doing the 1-2 blunt damage.

So that would be Limbo then. I'm not sure if Limbo has any effect on that particular spell, but High Threat Constructs do have 35% resistance to all physical attacks (including blunt).
