It would need to be big enough to hold up to 20 NPCs without them standing on top of each other. Keep reading, it will all make sense.

It's a party camp, accessible through the use of a teleportation stone, so it would need one information trigger area like the exit to the Pocket Plane. If you set up the info trigger area, I'd take care of the scripts.
5. Should the area artwork have both night and day versions? (The artist will essentially have to create the area twice - think hard if you really need both)
Ideally, yes, since it's an outdoor area, but if it were only possible to have one, the night version would probably be better. I'd hate to arbitrarily force the time to be night time when the party entered, but if it's that or not at all...
6. Describe your vision of the area in detail! Give some backstory to the area, the intended use, a sketch of the intended area artwork...
One of the concepts I liked about Dragon Age was the concept of a Party Camp, somewhere the player could go and talk to companions, exchange presents, be healed of injuries, and generally relax. It was also a good spot to go if you started out with one set of party members and decided to swap some out halfway through a quest. Kind of like a Pocket Plane for SoA, but without the creepy lighting effects. This would dovetail in nicely with Traveler's Stone.
One of the areas the stone might let you travel to would be your party's base camp. When you booted a party member, you might have the option to tell them to go back to their normal location or you might tell them to wait for you back at camp. Whenever you enter the area, area scripts would heal you, your current party, and all NPCs waiting in camp, possibly including restoration of level and ability drains. You'd be able to rest in the area, but you wouldn't be able to save the game there, since the only way to let you go back to the place you started from would be to be to use StorePartyLocations() and RestorePartyLocations().
In the "map" I've attached, the numbers are places for kicked-out party members to be sent if they're told to wait at camp, the orange things are the lean-tos, the sick-looking yellowish blobby things are torches, and the yellow squares are containers. The purple mess in the lower right corner is the info-trigger area. The rest is probably self-explanatory.
The area should be wooded, with a stream, a fire-circle, a few lean-to style tents and 3 or 4 containers. It might also be fun to have the equivalent of Bodhan there to buy your loot, sell you consumable supplies like potions, and replenish the charges on your wands.
I'm attaching a map as a rough idea or starting point, but I don't expect you to keep to it, if you've got something cool.

7. Will the artist have some freedom to compose the area, or should the request parameters be followed to the letter?
Hey, your ideas are probably better than mine, so I'm flexible. I'd consider the map more of a jumping-off point than anything else. So creativity is good.
8. Are there any special features you need? (for example a statue that opens to reveal a secret passageway etc.)
Just the info trigger marked in purple on the map and a few containers for people to stash their extra gear.
