Changelog sticky for 4.0

I've been a fan of these fixpacks for years now, and it's great to see you're still updating them. But for whatever reason, the list of changes in version 4.0 isn't stickied in the "Unfinished Business" forum, and there doesn't seem to even be a thread for the "Tweaks" mod update. If you could change that, it'd be helpful.
