I dont know if this is the right forum for this question but I will make it a try:
I payed the 40.000 to Gaelan Bayle and next time I visited him he talked about someone named Arledrian who has gone missing, when I check the next floor he stands there selling some stuff. Bayle only asks me if I have found out something new if I return and speak to him.
What to do?

Check out the top floor where Arledrian was for clues (watching for traps in the process). THEN talk to Bayle, then go where the clues tell you to go.
And the mirror, it reflects a tiny dancing skeleton, surrounded by a fleshy overcoat and swaddled in

Apparently, something has gone amiss with Arledrian's quest.

You have Beyond the Law installed.
For compatibility reasons, Arledrian's quest (which is added by Rogue Rebalancing) will not occur if that mod is installed. I'm not sure why Gaelan still mentions it though.
