Pendant: Can't Find Ratbone Anywhere

All the other npcs are around SE hive, but can't find Ratbone anywhere in Ragpicker's Square to start the quest.

Where is he? Am I'm missing something?

Face Mebbeth's hut, and walk up the right side.
