On Pocket Plane Group forum I've found topic about things, that were never implemented into ToB, but they were planned. But there is only link to archives, with no valid file.

Personally I don't know maybe UB bot ToB is just an idea because I know nothing about it.

Well, the address is a bit broken, this it the right one.
Now, the UB ToB seems to have been a real mod, not just an idea, but it has been most likely completely been devoured into the normal UB... as the documentation is rarely complete in all the BG2's mods, it's really hard to know what things has been included and what's not, so I assume Picollo is trying to make for sure. LoneRogue might have this mod in his archives.
