title pretty much explains it...Martin just gives me some guff about upsetting the balance. no option to ask him about almax's issue.

went back to almax and he has nothing to say about it either, only option is to open his store.

This appears to be a bug, but before I put it into the bug reports, I found a resolution for you. Most likely, you have gone to see Martin, but haven't killed the gnoll leader (check the cave behind the Gnoll huts in Tri-Top hill. I checked repeatedly before then, and I always got the broken dialogue link. After I finished off the gnolls, the dialogue worked like a charm and I got the next part of that quest.

Ill have to try that next play thru have moved back to the regular game, but you might want to add in to Martins dialog saying like you must finish off the threat of the gnolls or something along that line

By the gnoll leader you mean Orge Mage in that cave? I killed him and the diagule with Martin is the same as it was.

Same here.
"Alright, but apart from the sanitation, the medicine, education, wine, public order, irrigation, roads, the fresh water system and public health, what has the humans ever done for us!?"

I found the reason why Martin's quest didn't work. I 've got exatly the same problem and suspected some misfunction during dialog with Almax relied to the Gnoll's quest.
In fact when arriving in Restenford talking to Almax the druid in some way may kill this quest. To avoid this you'll have to talk very carefully with him and select the conversation about all the places around Restenford. The trap here is that once you've talked about some areas, some possibilities to talk about others could disappear. The good order and the key here is not missing to talk about "other places" : Bonehill and Reddy Forest. About this last place Almax will say somme "blabla" about the fact that a young ranger whose name's Martin recently decided to live in there and to construct some druidic lair....
Once finished go to the Reddy Forest pointed west side of Restenford : Temple area then west side past the guarded barrier leading north in a woody area then you reach it.
Go and find Martin. Now you'll be able to ask him about who he is due to your complete conversation with Almax. You and he will agree that due to the agressive presence of gnolls in the neighbouring (East of Reddy Forest) Tri Top area, communication with Almax is nearly impossible. Go and solve with "AD&D diplomatic way of use" those gnolls problem then come back to Martin wo send you some letter to deliver to Almax.... 8)
Stupidity valued on stock exchange ? Good ! No more financial crisis ! God we should be surrounded by multibillionnaries !

Fix to Almax/Martin: Return to Almax and set in console: C:SetGlobal("BHAlmaxSpeaks","GLOBAL",0)
And talk again as described by "colonel klinck"
