If i compelete baldurs gate and go over to BGII do i have the same party characters for the start of BGII? When you start BGII you have imoen, minsc, and jaheira.

Your characters don't transfer; only some of the same characters overlap between the games so it had to make some assumptions.

There's an option in BGT Tweaks where you can have some other characters show up as if they were traveling with you, I think. But they're mostly silent NPCs.
And the mirror, it reflects a tiny dancing skeleton, surrounded by a fleshy overcoat and swaddled in

The actual real answer to this question is: Your characters do 'transfer'; only some of the same characters are in the BG2 that were in BG1, yes the option in BGT Tweaks adds to them, and some of the NPCs have features that transfer them to the BG2. But what comes to the 'transfer', the character needs to be in the party for it to happen, and even then, the party member won't be in the first dungeon, but you should be able to find most of them when you travel the places(so most likely they are in the first city). And the 'transfer' keeps the characters the way they are in the BG1, so if you modified Minsc to be a mage and kept him in the party to the transfer, then he is a mage in the BG2 dungeon... of course he cannot spell much, but he just didn't learn to read, ah what a shame.
