I'm not certain if this is a bug or not, but when I first entered the town of Garroten, I walked around and talked to the people outside the village. With one encounter of a commoner, he tells me about the orcs attacking the town, which creates (?) a journal entry. Talking to another citizen, a woman, she mentions the orcs attacking as well. If you ask for details, she tells you to talk to the guard at the tower. When I talked to the guard, all I get is a "Leave me alone, I'm on duty." replay. I haven't found any other triggers which give me this quest per se, so I don't know if this is something that wasn't written into the story or not. However, one can go out and clean out the orcs in the cave in the south of town when you try to hire an assassin, which gives you access to the Assassin's Grotto.
