Is there an effect in Icewind, similar to "Wondrous Recall" in Baldur's Gate, that refreshes a spell previously cast? I'm not fluent in creating my own spells, or effects, so I was wondering if there is a mod out there that does the same thing, or if said effect is already in the game?

Nope... or this, "my" mod would be compatible with IwD too, but as of now, it's only BGII mod... or course you could probably use the op#292 (0x124) Spell Effect: Magical Rest, to facilitate the action, but that's erhm, a little problematic shall we say the least.
