Making a mod

Sorry for the noob question, but what do I exactly need to make mods for Baldurs Gate 2? Progam-wise anyway.

Depends on the kind of mod. The first version of Homeward Bound required nothing but a text editor (Crimson Editor) and WeiDU. These days, most of the mods I make require those two plus DLTCEP, Near Infinity, the IESDP, ShadowKeeper (because I'm lazy), IETME, the Gimp, BAM Batcher, Audacity, and WinRAR. And more.

Mmm, personally I want to start with a small quest, a few spells and a few items for now.
