Well... erhm, you restrict it's proficiency to short bows, the usual way. If the base class is one that can use both weapon types, there's really nothing you can do to restrict their usage without additional complications, but the proficiency benefits usually are enough.I made a kit and I want it only to be able to use short bows and not long bows. Edit: Thieves usually can't use the Longbows.
