Well, without you providing the whole content of the file, it's an assumption and guess work that's going to work best here, as we have no idea what's really going on. So next time provide the whole .debug files content in text...

The file cannot be opened, there's a number of reasons why it cannot:
1) The file is being protected by the Windows Idiot control systems, and the game needs to be installed to a different directory, one that has no "Program Files" as a part of it's name, or a translation of the folders name as a part of it.
2) The file is not in the folder that the Setup-GhostDogs-pst-ui.exe is, one reason being that you extracted the mod to a sub-folder, and it needs to be in the game folder.
3) A virus protection program prevents the action.
4) Other idiotical things, some lunacy and a lots of beer and other bevarages... take your pick. It's a drinking game...

oh right, did not realize the debug file was a text document. the install is not in a programs folder, the setup was in the same folder as the exe so i was in the right ball park at least at the moment.

contents of debug as follows. hope it is what you were after.

Just to make sure it's not some weidu version problem, delete "Setup-GhostDog's-PST-UI.exe", then copy the "setup-widescreen.exe" to desktop, rename it as "Setup-GhostDog's-PST-UI.exe" and put it back into the installation folder. Then run the UI mod again.

I had this problem, turned off avg for a minute and it installed fine.

Also had this problem. It installed normally when I right-clicked Setup-GhostDog's-PST-UI.exe and selected "Run as Administrator" to start the mod.
