aTweaks and RR are great! But I seem to get lost in all the code when I start to paw through it...

 

I have a bunch of little mini-mods of my own I like to use, including mage kits. When I install my mage kits, can I use fl#mscrl as a flag for detecting if aTweaks:scribe scolls is installed, and is fl#mscrl the .spl I can give each kit at level 9 (to acquire scribe scrolls)?

 

Basically, I'm getting lost in the code determining if fl#mscrl is independent from all the aTweaks install options.

fl#mscrl.spl is unique to aTweaks' Scribe Scrolls component, yes. However, the entry you want to put in the CLAB files of your kits is AP_fl#gscrl. You can also (advice your players to) install Scribe Scrolls after your kits, and your kits should be given the same treatment as the other mage kits.
