Reasons for disabled fixes in .ini?

Are there any reasons to why these options are disabled by default in tobexcore.ini:

 

Damage Fix=0

Disintegrate Fix=0

Magic Resistance Mod Fix=0

Strength Mod=0

 

I can't find any information on why they would be disabled in the documentation.

I tested an install and those options were enabled for me. Could you have run an older version of the BiG World Fixpack on your installation? Earlier versions of ToBEx had some bugs with these fixes so the BiG World Fixpack used to replace the tobexcore.ini with a version with those options disabled.

Certain mods 'force-disable' some components, I think due to past instabilities. I think with the latest release of TobEx, you can re-enable them as you like.
