Maybe Norton is just meanspirited, but all I find in the ZIP is the rr folder.

Read the download page... you'll see that you need to download the weidu archive that can be found here, or you can download the rr-v471.exe file(and the file is not actually broken even though the report says it to be) that has the Windows weidu.exe inside it.
There's a reason why the two exist...
