I think I know how I messed up the game. Phaere is the Drow that sleeps with the lead character. Because I got swamped with quests, I went through the Underground before I went into the Circus. Could this sequence of actions been the cause of this problem? If so, then there should be a warning to do the Circus before the Underground.
Thanks again. I really learned a lot about searching for problems.
