Where are these coded, and how can they be changed?

 

(If you need specifics, in BG, the CRE BAT_IN uses bat_inside animation with no effects.  This gets treated the same as the various bird animations, and does not hinder regular avatars.  However, in BG2, this animation has the standard foot circle by default, and even with the No Collision Detection and No Foot Circle effects, still impedes other avatars.)

Foot circle size for each animation is hardcoded in non-EE games. I believe IWD:EE and BG2:EE now allow foot circle sizes to be modified (as will presumably BG:EE when the next update comes out).

But what you are describing can be solved even in the non-EE games by changing the animation values of the bats to 0xc500 bat_outside or whatever other animation suits you better.

Oh hayzoos kristos.  I didn't even try using bat_outside because I assumed they were differentiated in BG for the exact reason of one needing a circle, and the other not.  That anim solves my problems.  I really need to stop with the assumptions of rationality with these things.  Thanks!
