May I ask why? The area seems tavern-ish enough

Unfortunatly I'll have to disagree with you. It's a private house of Sunin, or whom ever he stole it from... and the music doesn't stop when Maka and Joular come from where ever they were to fight with you.

The bug is that a private home is playing a tavern music?
