As you know, Slow actually slows the animation, but has no settings, whereas Movement Rate Change can be adjusted, but the animations are standard even if a creature is moving at 1/3 speed. It looks like a Grease is on. Any ideas about getting the animations slowed as well?

Not without modifiying the BAM or implementing some (AFAIK) hitherto unknown .ini setting or the like. Both of which would be possible, but not known to be implemented (again AFAIK). This is in fact a long-standing problem with creature animations and speeds.
