Is there a way to run BWS standalone, without actual games installed?

I've had few free hours at work so I figured I'd spend them preparing my selection list, carefully sifting through mods and components, readmes, descriptions and dependencies, generally doing prep work without actually installing anything until I export my selection .ini here and import it back at home. However, BWS refused to let me into component selection mode unless I provide her with the paths to actual games. It makes no sense because actual games aren't needed to dig through mods as far as I understand. However the reason was to put this limitation where it is, is there a way to bypass it other than dragging both BG1 and BG2 folders to my work?

Nope.  But just download all of them without installing them.  Then you can open the download folder and use rar to open the zipped files, dont extract them, you will be able to look through the readme's.  When you decide what you want and dont want fire up BWS again.   Once you fire up BWS again it will see you already started the process and start you on the third screen, dont do anything, hit the "Back Button" and reselect the "Trilogy", then you can install normally, including where you select or deselect the mods as you see fit.

Thank you for your advise Demtrek! Sadly, this is not exactly what I was asking for: I asked if there's a way to get access to component selection menu of BWS without having actual games around to get access to all knowledge handily accumulated there: links to the mod readmes readily available by single click, dependencies and preferrables listed, components displayed - unpacking actual mods to get its readmes is nothing near in the terms of convenience :)

Well... like he said, there's no strait forward way to have what you request... yes, the BWS has all the information you request ... but it's in a non easy to comprehend format in .ini files of all things in here, and in places. Just a look at the Select.txt file should get your head to spin a bit more than a lot. As it only has 4847 -lines you need to understand. And the rest of the .ini's have more.

Yep, Jarno Mikkola. my Mega Mod FAQ. Use of the BWS, and how to use it(scroll down that post a bit).
OK, desert dweller, welcome to the sanity, you are free to search for the limit, it's out there, we drew it in the sand. Ouh, actually it was still snow then.. but anyways.

But all of these 4000+ lines are already perfectly condensed into easy to read form of component selection window! The only issue is that the users are prohibited to access this window if they don't have games installed. Now I fixed this locally by bringing the games to my work but I still believe that more elegant solution should be implemented

Are they ?
And what if you had brought completely another game with you, would that alter the content you would see, yes it would, so you are wrong. As the BWS only works with given input. :P

Now, yes there's argument that it would be worth to be able to work without any game... but how would you allow any mods the be enabled without a point of reference ?
Yes, you could introduce a composition editor mode... which would just print out a list of requested mods ... that the BWS would be able to read and try to later compile. But that needs ALIENQuake, agb1 or Silence's commitment into making and submitting into maintaining it.
