Hello,

 

I would like to translate the mod into Czech but I have no idea which .tra files need to be translated nor do I know how to open/edit these files. Any advice?

You can open the .tra files with Notepad, Notepad++ and any other text editor that can open .txt files, as they were just renamed files of that origin. For the EE compatibility, the Notepad++ is usually the preferred, as it can set the encoding.  
You need to translate all the .tra files from any single language, in RR 4.91, this is both the files in rr-v491.exe\rr\tra/english AND rr-v491.exe\rr\tra\ee/ , for example, this is because the files are encoded a bit differently in the EE games and non EE games. There's the Note.txt file that says:

 

The game.tra files in these subdirectories are UTF8 encoded, for EE
games.

Main differences:
  No usability information in item descriptions.
  Kit descriptions match the EE format (at least for English).
  Separate descriptions for kit abilities

They should contain no redundant strings (strings that differ only in
encoding), apart from non-English kit descriptions.

Usually, it might be easiest to translate from English... but any of the other languages will do, as they all should contain the same text just in different languages.

Thanks, I'll be translating from English.

There are two files in the "*/tra/english" folder I am unsure about: "fl#utf8.mrk" and "fl#utf8_game.tra" (this one seems to be the same as "game.tra" except for the prefix). What should I do with the .mrk file (it shows a lot of NUL text when opened with Notepad++) and the prefixed .tra?

Don't work with mods that are in an installed state (work on an offline mod that is not located within the game directory). The files you mention are implementation details of the HANDLE_CHARSETS function and are not part of the mod.
