Do items always take long?

In AD&D rules, items have a use time of 3. I don't see that in the properties of items anywhere in these games, each ability has its own speed, and they are at 0 for the most part. But the use of items is not instant, so there's got to be something in-built there. Challenge: how to reproduce the "Cast spell at point" opcode in scripts? ApplySpellRES and all of the others are a version of the "Cast spell" opcode - a wrong one. What if I want, for simplicity's sake, a meteor storm to rain from the sky on someone and all around? Using a minion with an item that delivers opcode 148 is a solution that works, but it's too slow.
