Pointing a spell to a custom spell state

I've written on the boards before that I have trouble pointing the Set Spell State opcode to custom entries when patching creatures. I don't know why it happens, I've renewed my Weidu and NI, but I don't want to go exploring that profound issue. I'd much rather just do what I think I've done before - it's hard to remember everything - which is to make a custom spell and point it to my custom spell state, and then patch the creatures to cast the spell on themselves.

 

I think that works, but I'd like to double-check here: if, starting from a clean slate, I update SPLSTATE.IDS, then make a custom spell for one of the new entries, save it, export it to my mod resource folder, and now reinstall to patch the creatures with that spell, they are going to get the right string, correct? And if I now offer this setup, with the pre-configured spell, to players, they are also going to get the right string? The spell will point to the correct entry in SPLSTATE for them?
