How difficult would it be to shrink the BAMs for the DWARF_LOW avatar, identical to the one used by gnomes under the GNOME name, to achieve visible difference? Near Infinity is quite good at resizing BAMs. I would like to shrink gnomes to 90%. Or is it more involved than that?

BAM Resizer does this. But you would have to shrink and reposition all their weapons and armor sequences too, of which there are dozens at least. And then you'd need to assign new slots to everything and somehow tie the gnome race to these animations, some of which might be hardcoded even in EE. Then there might be unforeseen issues, particularly when it comes to PCs or joinable gnome NPCs.

If you just want to use a different animation for random gnome CREs, you could try the svirfneblin animations from IWD (the base versions of which are light-skinned for some reason). But I suspect this is not your goal.
