Is this spell found anywhere in the games other than in Quayle's spellbook? It is a rare example of two schools being listed in the description, in the manner of the original Player's Handbook, so it must be an early bird.

Really man ?!?

The alteration in the description is just for taste. Aka it's not actual in game feature. All you had to do was a Near Infinity search.
Yep, Jarno Mikkola. my Mega Mod FAQ. Use of the BWS, and how to use it(scroll down that post a bit).
OK, desert dweller, welcome to the sanity, you are free to search for the limit, it's out there, we drew it in the sand. Ouh, actually it was still snow then.. but anyways.

Still waiting for an actual explanation.
I think it's what they call Waiting On Weather.

What's there to wait? NearInfinity has that neat function to search for the places where the file is used. It would take 2 to 15 minutes to check it depending on how deep you want to dig.

No.
I have a tiny doubt in regard of E35 - it looks weird so who knows perhaps its use is hardcoded for some ingame purpose.
