No hostile creatures after charm

Can someone explain me what is the intended behaviour on vanilla game,
 

and why do we need "No hostile creatures after charm" and the ToBeX component to mimic that?

Well, the charm spell turns the target hostile after the spell has been expended. Be it hostile, neutral or even friendly NPC before the spell. The proposed hostility comes from it being a "magical effect" and fooling the creature.
You can also NOT use the component... there's nothing that says that you HAVE to. Except the in-game content that only happens when the character is charmed, iow talks.
