I'm just out of Irenicus dungeon, and currently Chloe has only 3 global variables

CHLOEADVISEABOUTFLASKCR=1
CHLOETKUCR=1
CREATINGCHLOECR=1

Where is the CHLOEROMANCEACTIVE? Is it due to appear later, or not at all?
My character is a human female blade with 18 int and charisma.

It'll usually take a little while for Chloe to begin talking to you, after you've escaped Irenicus' Dungeon. I say this without knowledge of variables and timers, though. ^^;;

The Chloe romance variable doesn't appear for a LONG time. You have to get through all 15 "getting to know you" dialogues before she even checks her compadibility with you. That is when the romance variable appears. The only time it appears beforehand is if your character is male.
