What file dictates the Title of a paladin, trying to make an ANTI-PALADIN, but cant keep the name from being overridden to "Fallen Paladin"?
Any clues?
I tried to make an EFF file to protect from OPCODE:Title Change
But no luck, any clues?

yr not the only one trying to make a blackguard, and the problems yr facing might not be surmountable: see this thread for a discussion about some possible ideas for stopping a paladin kit from falling.

You could always use NI to search for any strings of Fallen Paladin and use STRING_SET or something to change the relevant one.

Well, getting the Name to stay the same is what I was going for, only option I am looking at is naming the class "FALLEN PALADIN". THe spell casting and Turning undead are easy to prevent with EFF files, its the title change and the loss of use of Paladin specific items, the Paladins Bracers to be precise, the Holy Avenger I can see as unusable considering the evil alignment.
If I remember I was able to use an actual item to prevent a title change, but I was looking for the effect.

Can't you create a custom kit -Anti-Paladin- with all the abilities you want and then use the AddKit() scripting command to change to this when you require it?
