its true that Eddie doesnt leave when the party reputation is high if you have Edwin Romance installed right? does it only apply during the romance or does it always apply?

It's probably just in-romance, like the Firkraag bit, but I actually wouldn't know (since the Evil Dialogues override is a mandatory part of my installation).

It should only apply when the romance is active.

It should only apply when the romance is active.
I recently tested it with a male PC and Edwin left after my reputation went to 19. Luckily I had an auto-save just before that, and Shadowkeeper to make him TN.
