Would it be an interesting idea to create a joinable npc which refused to engage in violent activites?

He would be unable to attack any enemies or cast any offencive spells. In return he would have access to ALL the passive spells in the game. All most like a buffbot. And of course he would have alot of banters.

Maybe his ideology would seem strange to some, since he him self refuses to use violence, but he helps others to comitt violence. But then again, the arms dealer is never accused when someone use his weapons to kill.

It was suggested before, long time ago. IIRC a variations on a priest kit, maybe a Healer. Sword Angel was an interesting rumination on a similar theme. DR is probably a good place to see how they do spell restrictions. Though, to be honest, casting protective spells is still participating in a combat. Pacifism is more of trying to solve the conflict in a diplomatic way.

Not necessarily. The whole "priests can only use blunt weapons" thing, as I recall, originates from Roman Catholic clerics, who were forbidden to spill blood but allowed to kill, and so could use maces, as if bashing someone's skull open didn't spill a great deal of blood. Religious objections aren't required to make the slightest bit of sense.
