Same here! I've wracked out my brain trying to fool him into being quiet, but I can't seem to outsmart him.

Hmmm... don't see how that could be infinite looping at all - strange.
I_C_T2's by their very nature can't loop, as they automatically set the variables - no modder intervention required.
You can check to see if the variable (created by WeiDU when the I_C_T2 is added)
FHSaemonVamp
is set to 1.
You can do that in your savegame using SK, or you can do the CLUAConsole thing.
Have you checked to see if other randomness is happening in your game?

Thanks, I'm pretty much a dumb boot with anything like this, but I'll give it a go and see what happens. There are no other character mods in my game, the xpCap is off however. Can that be a reason?
