I'm just trying to figure out how I want to allocate proficiencies. I like
having an idea where to spend my points.
If it is possible for Anomen to get GM in Flails and *** in TWF, what
level would that finally be achieved at (without screwing around with any
proficiencies with a character editor or anything)?

Under the ToB XP cap, can Anomen ever get GM in Flails as well as ***
